If You Suspect A Site, See That most of these above are present on the site, Then Verify The Site's Identity With Google Safe Browsing site status, SSLTrust, etc and check the Reviews on multiple websites 

Use Common Sense :

If there is a vulnerability in Facebook it will be patched within minutes.And more importantly, Facebook hacking is illegal, and Nobody Is Above The Laws While Facebook has billions of users so it's security would not be flawed.

Any Website Or Individual Would Not In Common Sense Offer Anyone Services That Would Include "Hacking Someone's Facebook". Those Who Do Are Most Likely A Scam.
